With reference to the correspondence noted in
the margin, I have the honour to bring to
your notice the special services rendered
by Mr. C. Mol. Messer, in connection with
the raising, training and general super-
-vision of the Special Police Reserve, the
control of which is under Ordinance No. 27 of 1914 vested in
the Captain Superintendent of Police. These duties have occupi- -ed and still occupy a very considerable portion of Mr. ... Messer's time, upon which the extra work involved by the war already make heavy demands.
